Support at Home Pricing
in Melbourne: Transparent Rates,
No Hidden Fees
Support at Home replaced the Home Care Packages Program on 1 November 2025, bringing a new approach to how in-home aged care services are funded and priced across Australia. Under the new program, providers publish the full cost of delivering each service, which includes all associated administrative and operational costs. This replaces the previous model in which care hours and package management were charged separately.
Luxe Care provides nurse-led personal care, registered nursing, domestic assistance, and care management across Melbourne and the Mornington Peninsula. All of our current rates are published in the tables below. We limit price increases to no more than twice per year, in line with guidance from the Minister for Aged Care, and we do not charge entry or exit fees.
Two significant pricing changes are affecting Support at Home participants in the second half of 2026.
First, price caps that were scheduled to commence on 1 July 2026 have been indefinitely deferred by the Australian Government. Second, from 1 October 2026, personal care services including showering, dressing, and continence support will move to the Clinical Supports category, making them fully government-funded at no out-of-pocket cost to eligible participants. Both changes are explained in detail in the update box below.

What You Need to Know About Support at Home Pricing in 2026
The rules around Support at Home pricing changed significantly in May 2026. Here is a plain-language summary of what is in place now and what is changing later in the year.
Price caps have been deferred indefinitely
Price caps for Support at Home services were originally scheduled to commence on 1 July 2026. On 19 May 2026, Minister for Aged Care and Seniors Sam Rae confirmed that these caps would be deferred indefinitely, citing global price volatility and the need for the Independent Health and Aged Care Pricing Authority to assess prices under the new system before caps are introduced. There is no confirmed date for when price caps will be introduced.
New consumer protections are now in place
In place of price caps, the Australian Government has introduced the following protections for Support at Home participants:
• The Aged Care Quality and Safety Commission (ACQSC) has the power to order providers to pay refunds where overcharging is found.
• Providers that do not issue monthly statements to clients face regulatory action from the ACQSC.
• The ACQSC will report publicly on all investigations and enforcement action against providers.
• The government will publish a quarterly National Summary of Support at Home Prices from the third quarter of 2026 onwards, showing median and price range data to allow consumers to compare providers.
• Providers are encouraged to limit price increases to no more than two per year.
Personal care will be fully funded from 1 October 2026
From 1 October 2026, personal care services will move from the Independent Living category to the Clinical Supports category under Support at Home. This means eligible participants with personal care approved in their support plan will receive showering, dressing, and non-clinical continence support at no out-of-pocket cost. This change applies to services delivered on or after 1 October 2026. Services delivered before this date continue under existing contribution arrangements.
If your loved one already has personal care approved in their support plan, no action is required. Luxe Care will update all relevant service agreements before the October commencement date and will contact affected clients directly.
